LEAGUE RULES (2007/8 SEASON)
ROSTERS
All rosters are due on or before December 21st. There is a limit of 15 players per roster. (Exception: Unlimited rosters in 3rd / 4th Grade Division). Each team will be allowed one roster change before February 18th. Player eligibility is decided by grade not age. Exception: A girl is ineligible if she is sixteen (16) before September 1st of the year proceeding the current season. For example to be eligible to play in 2008 season, a player cannot be sixteen (16) before September 1, 2007. All participants must be residents of the town they represent. (Exception: Parish or sending district if Rec. Dept. approves.) Players can only be on one roster at a time. In case of an emergency, a player(s) can play up (for example, a 5th grader can play on a 6th grade team or 7th on 8th grade)
PLAYING RULES
New Jersey State Athletic Association Federation Basketball rules are to be observed with the following exceptions: (Please notify referees at the beginning of each game of the special league rules)
TIMEOUTS: Each team is allowed to call four (4) full (60 seconds) time-outs per game. (All Leagues)
THREE (3) POINTS SHOTS: (Effective 11/04): Three (3) point shots allowed in 5th, 6th, 7th and 7/8th leagues only if court has a 3-point arc on the floor. If three point arc is not on floor, then no three point shots allowed in any league.
No 3-point shot in 3/4th grade league.
FULL COURT PRESS:
7th and 7th/8th Grades: teams can full court press at any time UNTIL it gains a ten (10)-point advantage. Then it must return to regular play at mid court line. (Any team ahead by 10 or more points can not full court press until lead is less than 10 (ten) points). Exception for Senior Red American/National (7/8th Grade) Division – 15 points – Effective 10/29/07
5/6th Grade Intermediate Red American Division Only: teams can full court press at any time UNTIL it gains a ten (10)-point advantage. Then it must return to regular play at mid court line. (Any team ahead by 10 or more points can not full court press until lead is less than 10 (ten) points). This applies to the Intermediate Division only. It does not apply to the 5th grade junior division. Effective 1/30/06

All 5th and 5th/6th Grades B & C & D Divisions: teams can full court press ONLY during the last two minutes of each half and all of any overtime period. A 5th or 5/6th grade team cannot press if it is leading by 10 (ten) or more points.
3rd/4th Grade: teams can ONLY press during the last two minutes of the fourth quarter and all of any overtime period. (10 point press rule applies in 3/4th grade)
Penalty for defensive pressure in the backcourt. (Effective 10/28/02): Referees will
issue two warnings per team for violation of the full court press rule above. After the second warning, the referee shall issue a technical for each occurrence. This will be considered a team technical. Subject to referee’s judgment.
GAME TIME: Eight (8) minute quarters for 7th and 8th grade leagues. Seven (7) minute quarters
for 5th and 6th grade leagues. Six (6) minute quarters for 3/4th grade league. No running time. Overtime: If time allows the overtime periods should be: Four (4) minutes 7th & 8th grade, 3 ½ minutes for 5th & 6th grade and three (3) minutes 3/4th grade. If gym is a problem then minimum overtime period is 2 minutes. Games should start no later than 15 minutes after scheduled start time.
Forfeit after 15 minutes unless delay is caused by bad weather.
PLAYING TIME: No minimum playing time in any league. (Effective 10/28/02)
SPECIAL RULES FOR 5TH GRADE JR. RED NATIONAL DIVISION ONLY
FOUL LINE DISTANCE: The regulation foul line will be used as starting point for all foul shots. Players are allowed to go over foul line after release of ball. The shooter cannot gain an advantage by charging the basket for rebound. This is violation subject to referee’s judgement. This does not apply to Junior Red American Division.
SPECIAL RULES FOR 3/4TH GRADE BANTAM DIVISION ONLY
BASKET HEIGHT – 8.5 foot baskets
ALL 3/4th GRADE DIVISIONS ONLY
BONUS FREE THROWS: One and one will be awarded for each non-shooting common foul beginning with the fifth team foul in each "Quarter". The bonus free throw is only awarded if the first free throw is successful. Beginning with the ninth team foul in each quarter, the bonus free throw is awarded whether or not the first free throw is successful. (Please remember that total team fouls carry over into any overtime period.) A team foul is any common personal or technical foul. All team fouls are counted to reach the bonus FT. A player control foul is considered a team foul but does not result in any free throws regardless of the number of team fouls.

REFEREE ASSIGNMENTS:
The NWBP League will use League Referee Assignors for all games beginning with the 2001 season. Two referees should be assigned to all games. However, if only one league assigned official is present, all games should be played. If no league assigned official is present, the two coaches must agree to play with an unassigned referee(s). If they both coaches agree, then the game is official. If they do not agree then they must arrange a makeup date.
Any problems with referees should be reported to your referee assignor as soon as

GAME CANCELLATIONS/CHANGES:
Schedules will be mailed out 1st week of December. Please contact me with any corrections or changes. Changes will be made with no penalty up to December 26th of each year. After December 26th, any change will result in a fee of $10. (excludes snow cancellations or school closings). Any change made within seven (7) days of the originally scheduled date results in a forfeit. (For example, if a game is scheduled on January 14th, the change must be requested no later than January 7th – counting the game day - seven days before.) If the two coaches agree to make up the game it is the responsibility of the team requesting the change to arrange and pay for the referees.
If the coaches cannot agree on a make up date the game is considered a forfeit. A game cancellation fee is charged as well.
If game is cancelled due to snow or school closing you must notify assignors at least
Four hours before scheduled game time of first game.
The home team is responsible for calling its referee assignor to cancel or change a game.
TEAM COLORS:
The home team has the responsibility to change the color of its jerseys if both teams have the same color. A call to the visiting team in advance should help to avoid such a problem. Numbers are required on the front and back of all uniform shirts.

PLAYOFFS:
Playoffs will begin within one week of the final game. All ties in standing will be broken by the record of the two teams against each other. If crossover games are played, then the next tiebreaker, after head-to-head games, will be Division Record. If there is still a tie, the point differential from head-to-head games will be used. (If still tied, point differential against other playoff teams is used. If still tied then point differential entire division)
Divisional playoffs will be 1 vs 4, 2 vs 3, with the winners playing one game for the division title. Home Court is determined by the place in which the teams finished. Final games will be scheduled in Oakland If Gym time is not available in Oakland then the final game will be played at the gym of the team with the highest season finish.
Exception – Senior Red American Division – Top 8 teams make playoffs (1 vs 8, 2 vs 7, 3 vs 6 and 4 vs 5)
AWARDS:
Trophies will be awarded to the two teams advancing to the championship game. (Exception: Any team that finishes in first place and does not advance to the championship game will also receive trophies)
REPORTING SCORES:
In order to insure correct and timely standings, winning teams must call in the score of the game either before 10:00 p.m. on the night of the game or before 12:00 a.m. the day after the game to Neil Malmud (212) 885-0855(D) or (201-337-1186 ) (E) or email Neil@jdcny.org

ENTRY FEE:
All entry fees are due no later than December 15th. A late fee of $25 will be charged for payments or town purchase orders received after this date. Please make checks payable to NWBP Girls Basketball League.
INSURANCE: Each Town is responsible for providing its own insurance. The NWBP Girls Basketball League does not provide insurance of any type for players, coaches or spectators. Any Town who cannot provide adequate insurance must withdraw from the league immediately.
PROTESTS:
Effective 10/24/05 – No protests for any reason will be allowed.
EQUIPMENT:
The 28.5 ball will be used for all leagues (Includes 3/4 th grade). Properly numbered uniforms (front and back) are required.

COACHES & PLAYERS CONDUCT:
Conduct unbecoming a coach and/or player, including profanity on the sidelines or in any part of the gymnasium will not be tolerated. Any coach or player ejected from the game will be subject to a one game suspension. The suspension will be served at the next game after the ejection. Failure to sit out the suspension will result in automatic forfeiture of that game. Second Ejection in a season results in a three game suspension. Third Ejection in a season results in expulsion from league
Coaches Box: If a coach or assistant coach is issued a technical foul, the coaching staff is limited to Coaches Box for remainder of game. Coaches can then only stand up to call time out, cheer a good play, select a substitute to replace a player who fouled out (coaches have 20 seconds to make substitute) or talk to team during time out. (Revised Calendar Year 2007/2008 Season as per High School Rules)
Only players and Coaches are allowed on the court during the game, timeouts, half time or between quarters. Parents or any spectators are not allowed on court at any time during the game including timeouts, half time or between quarters. It is the responsibility of coaches and site managers to enforce this rule.
Please note that it is also the coach's responsibility to control his team's fans.
SPECTATORS CONDUCT: Effective 10/24/05
Spectators are not entitled to yell and scream at opposing players, opposing coaches or referees before, during or after game. Cheer for your own team. Do not approach opposing players, coaches or officials before, during or after games. To help enforce the above, any fan/parent/relative who is asked to leave the gym by any referee or site administrator will be suspended for the next two games. In addition, that fan’s/parent’s /relative’s child/player will also be suspended for the next two games.
If this happens a second time , both fan/parent/relative and child /player are suspended for remainder of the year.
Attached is New Jersey State Code of Conduct which applies to all players, coaches, parents and spectators.
